SONCAP是尼日利亞****實施的檢查控制不合格不安全產(chǎn)品出口到該國的一項新政策。實施SONCAP的目標在于確保管制產(chǎn)品滿足可接受標準的有關規(guī)定，并便于對產(chǎn)品質(zhì)量賦有監(jiān)管責任的有關政府機構對管制產(chǎn)品進行管理。
SONCAP是Standards Organization of Nigeria Conformity Assessment Programme的縮寫。SONCAP證書是管制產(chǎn)品在尼日利亞海關辦理通關手續(xù)的法定必備文書，缺少SONCAP證書將造成管制產(chǎn)品通關遲延或被拒絕進入尼日利亞國內(nèi)市場。特別需要注意的是，SONCAP適用于管制產(chǎn)品，尼日利亞政府規(guī)定的其他進口手續(xù)依舊有效。

強制清單產(chǎn)品，以提供HS編碼來確認其產(chǎn)品是否在管制產(chǎn)品之內(nèi)。
根據(jù)尼日利亞****的進口要求，為了使進口商品得以清關，進口商需要為每票管控產(chǎn)品提供以下文件：
由Cotecna 出具的產(chǎn)品證書(PC)；
由Cotecna出具的SONCAP證書(SC)。
要獲取CoC證書，首先必須要有一個有效的產(chǎn)品證書（PC）。這個PC證書用于開具Form M, Form M 是用于申報產(chǎn)品進入尼日利亞境內(nèi)的。下面是3個獲取PC證書的方案：
出口商可以通過Cotecna的以上3個認證途徑中的一個途徑獲得產(chǎn)品證書（PC）以及SONCAP證書（SC）。SON制定這三種不同的認證途徑作為SONCAP項目下管控產(chǎn)品的符合性評估程序：
途徑A：未注冊或未許可產(chǎn)品
適用于不經(jīng)常出貨的出口商。
途徑B：注冊產(chǎn)品
適合已在方案A中獲得符合性認證的基礎上升級,或者經(jīng)常出貨的出口商/生產(chǎn)商。
途徑C：許可產(chǎn)品
適合需經(jīng)常出貨的生產(chǎn)商,或已在方案B中獲得滿意的符合性評定的基礎上升級。
